Would it be acceptable to PDA if I purchased hemp seeds in anticipation of. getting my permit?

My reading of the rules is that you need the license prior to receiving seeds. I am a seed dealer and am not releasing seeds until the farmers have their countersigned permits from the state. Be very cautious if you decide to proceed.
Ok. Only have to wait until next week. PDA said I’d be sent contract and number!
